The Pesticides Control Board (PCB) has been dedicated to training and awareness-raising in pesticide life-cycle management since 1988 when the PCB Secretariat was established, and a nationwide awareness campaign launched in anticipation of the Pesticides Control Act, Chapter 216 of the Laws of Belize, coming into effect. The Pesticides Control Act, which came into effect on 31 December 1988, allowed for the phased implementation of the provisions dealing with the certification of users of restricted use pesticides.
On 17th August 1996, the Certified Users Regulations, S.I. No. 112 of 1996 came into effect. The Regulations require users of Restricted-Use Pesticides to be able to extract information from the label to follow dosage, application and precautionary directions; understand general principles of safe and effective pesticide use, storage and disposal; differentiate pesticides according to use and hazard; accurately and safely prepare the mixture to be applied; calibrate and maintain a knapsack sprayer, and understand responsibilities toward fellow workers and the public.
The Pesticides Control Board (PCB) has been dedicated to training and awareness-raising in pesticide life-cycle management since 1988 when the PCB Secretariat was established, and a nationwide awareness campaign launched The PCB’s National Pesticide Training and Certification Programme was thus launched in 1996, targeting an initial 10,000 farmers for training and certification in the first two years of programme implementation.
The Training and Certification Programme has evolved over the years and is currently implemented by a cadre of five inspectors/trainers. The training modules in pesticide life-cycle management are adaptable to different target groups and training approaches.
The programme is carried out nationally on an ongoing basis, with training sessions carried out routinely at centralized locations, and by request from partners and stakeholders.
From 2020 – 2025, almost 6,000 Certified Applicator licenses were issued to persons who were trained and certified as farm and trade applicators under the PCB’s National Pesticides Training and Certification Programme.

The Pesticides Control Board (PCB) of Belize is a Statutory Board established under the Ministry of Agriculture. The PCB is mandated with the implementation of the provisions of the Pesticides Control Act, which was passed in the National Assembly in 1985 to provide for the registration of pesticides, the control of the manufacture, importation, sale, storage and use of pesticides, and related matters. The Act came into effect on 31st December 1988.
