The Functions of the Pesticides Control Board

The Pesticides Control Board (PCB) was established in 1988 under the Ministry of Agriculture to implement the provisions of the Pesticides Control Act. The Board is responsible for the comprehensive regulation of pesticides in Belize, ensuring their safe use while minimizing risks to human health and the environment.

Why Pesticide regulation is Essential

Pesticides play a crucial role in agriculture and public health, helping to control pests and diseases that threaten crops and human well-being. However, improper use can result in serious health hazards and environmental damage. The PCB is dedicated to promoting the responsible use of pesticides to protect consumers, applicators, and the ecosystem.

Mandate and Functions of the Pesticides Control Board

The Pesticides Control Act, enacted in 1985 and effective from December 31, 1988, provides the legal framework for regulating the manufacture, importation, sale, storage, use, and disposal of pesticides in Belize. Violations of the Act can result in fines up to $5,000 and/or imprisonment for up to 5 years.


The key responsibilities of the Pesticides Control Board include:

Regulatory Framework

The Pesticides Control Act (Chapter 181B, Laws of Belize) governs pesticide regulation in Belize. Supporting regulations include:

  • Registered and Restricted Pesticides (Registration) Regulations, 1995 (S.I. No. 77 of 1995)
  • Registered and Restricted Pesticides (Registration) (Amendment) Regulations, 2003 (S.I. No. 18 of 2003)
  • Registered and Restricted Pesticides (Manufacture, Import, and Sale) Regulations, 1988 (S.I. No. 8 of 1989)
  • Registered and Restricted Pesticides (Manufacture, Import, and Sale) (Amendment) Regulations, 1996 (S.I. No. 30 of 1996)
  • Restricted Pesticides (Certified User) Regulations, 1996 (S.I. No. 112 of 1996)

Ensuring Safe Pesticide Use in Belize

Through its various activities, the PCB ensures that:

  • Only Reviewed pesticides are imported and distributed in Belize.
  • The storage, transportation, and use of pesticides comply with safety regulations.
  • All pesticide users are trained and certified in proper pesticide management.
  • Pesticides are used in a responsible manner, minimizing risks to human health and the environment.

Importation, Formulation, and Distribution of Pesticides

  • Only registered pesticides may be imported into Belize.
  • All pesticide imports are subject to inspection and certification at entry points.
  • Import fees are charged as a percentage of the consignment value.
  • Handling, storage, and distribution of pesticides require annual licensing and routine inspections.
  • Special provisions allow for the importation of unregistered pesticides under specific conditions, such as minor use authorizations or experimental permits.

By regulating pesticide use and promoting capacity building, the Pesticides Control Board supports:
